DTE Gas Storage is currently conducting an open season for storage capacity at its Washington 10 facility. Being offered is up to 4 Bcf of existing Firm Storage capacity starting May 1, 2010. Contract terms from 3 to 6 years will be considered. Interested parties must submit a binding bid by 3:00 PM Eastern Time on April 20, 2010.

As of March 1, 2010 Washington 10 began collecting fuel on certain Wheeling transactions, when applicable.  Fuel is applicable when W10 is required to physically utilize compression facilities, typically when receiving gas from MichCon and delivering gas to Vector.  Washington 10 committed to letting customers know whether this fuel collection would be on or off, at least one day prior to the flow date which  has resulted in the fuel rate being turned on and off several times over the course of the month of March.

Feedback from several customers made us rethink how this fuel rate is currently posted. Instead of posting a Wheeling fuel rate daily, we will now post a Wheeling fuel rate at the end of each month, effective for the entire following month.  The posting will be made on our Web site, www.dtegasstorage.com, and under the Notices section within the Customer Activity Web site.  It is our hope that this will make it easier for customers to plan their fuel requirements for an entire month without having to worry about it changing on a day-by-day basis. 

For the month of April 2010, the Wheeling fuel rate will be 0.30%.

Fuel will be collected on all storage injections and withdrawals, instead of only on summer injections and winter withdrawals.  The storage fuel rate will continue to be updated twice a year based on actual fuel used, with at least seven days notice - just prior to the injection season and just prior to the withdrawal season.  Effective March 1, 2010 the fuel rate on injections will be 1.0% and the fuel rate on withdrawals will be 0.4%.

Fuel will now be collected on wheeling transactions whenever wheeling causes the use of compression.  A “Wheel from Hub to Interconnect” fuel rate will be posted on our web site, with at least one day’s notice, any time we anticipate the need to run compression to accommodate wheeling transactions.  The wheeling fuel rate, when applicable, will be 0.45%.      

Effective fuel rates and fuel rate change notices will be posted on the top right corner of our web site, www.dtegasstorage.com, directly under the log-in panel.      

These changes are being made in order to collect fuel on the operations where fuel is consumed. Fuel is a pass through at Washington 10 and DTE does not benefit from collecting fuel. Washington 10 believes that these changes to how we collect fuel will allocate costs where they are being incurred and lead to less volatility in fuel rates over time. We feel these fuel changes are in the best interest of our long term customers and are in keeping with our goal of providing customer service excellence.

Construction and maintenance activities at W10 have been completed successfully. Operations are back to normal as of December 7 and W10 is accepting nominations for IT/Overrun injections and withdrawals. All injections and withdrawals should be considered reliable.

W10 continues to monitor availability of IT Wheeling from the W10-MichCon point to the W10-Vector point. W10 will only accept nominations for this service to the extent that there are offsetting withdrawal nominations from storage to the W10-MichCon point. On October 3, 2008, Washington 10 Storage Corporation received approval from the FERC to charge market-based rates for its services. The FERC also approved revisions that Washington 10 made to its Statement of Operating Conditions (SOC), reflecting its change to a market-based rate structure. This approval does not affect the rates Washington 10 charges customers under existing storage service agreements. On May 30, 2008, Washington 10 Storage Corporation filed a petition with FERC requesting authorization to charge market-based rates. Along with this petition, Washington 10 filed a revised Statement of Operating Conditions to reflect the market-based rates changes and other housecleaning changes.
